The Integrated Industry Waste Tyre Management Plan” 

 The Department of Environmental Affairs (DEA) published the “Integrated Industry Waste Tyre Management Plan” generated by the major stakeholders in the tyre industry of SA, for comment on 5 March 2010.    An “Integrated Industry Waste Tyre Management Plan” is required by the Waste Tyre Regulation recently published in the Government Gazette on 13 February 2009, as attached.

 DEA and the tyre industry have been working on this project for over 8 years. To date, all known stakeholders have been consulted during 800 workshops, presentations and meetings. The Plan is a culmination of an endeavour to satisfy all environmental and social needs and yet remain economically feasible without overburdening the consumer. Finalising this Plan will be the commencement of removing most waste tyres from the waste stream presently going to landfill sites, put back on vehicles or dumped in the veldt.

 The Waste Tyre Regulation Part 3, regulation 6 (3) states:

“A tyre producer operating on the date of commencement of these regulations must either-

(a)     Prepare and submit to the Minister, an integrated industry waste tyre management plan, within 60 days of registering in terms of sub-regulation (1) for approval; or

(b)     Register with an existing integrated industry waste tyre management plan approved by the Minister; and

(c)      Comply with the integrated industry waste tyre management plan immediately on receiving the Minister’s approval, or comply within 60 days with an existing integrated industry waste tyre management plan approved by the Minister.”

 Part 4, regulation 10 (1) states:

“Any person producing an integrated industry waste tyre management plan in terms of regulation 6 (3)must take appropriate steps to bring the contents of a proposed integrated industry waste tyre management plan to the attention of relevant organs of state, interested persons and the public and must call for comments to the plan.”  This aspect has been complied to.

The comments received was taken into consideration and the final plan  submitted to DEA.  DEA will publish it for again comment before approval and Gazetting the plan.
