The Tyre Industry in SA formed the SATRP Company
(SA Tyre Recycling Process Company)
a Section 21
non-profit organisation,
during Nov 2001, to pioneer a collection process
in SA.
SATRP
VISION
To
solve the waste (scrap) tyre problem in South Africa.
SATRP
MISSION
To
operate an organisation that will administrate a sustainable collection of
waste (scrap) tyre arisings in SA and make them available to all users of
waste tyres from the year 2006. (Subject
to legislation.)
SATRP Company Founding members
Local
Tyre Manufacturers:
Goodyear, Bridgestone, Continental and Dunlop.
Importers:
Yokohama,
Michelin and Pirelli,
Retreaders:
Maxiprest and Trentyre.
Membership
will be expanded in future.
Representatives of the Tyre Dealer and Fitment Association (TDAFA), Waste Tyre Users’
(NITREF), Tyre Derived Fules (ACMP) Associations
and NUMSA also serve as Board Members.
THE
PROBLEM OF WASTE TYRES
 |
Illegal
Burning to recover steel wire |
Tyres
are being burnt by the Informal sector to recover the steel content, for
which they only receive ±20 cents per tyre.
This produces major pollution of the air in SA.

Dumped in the veldt.

Waste
tyres dumped in the veldt also have harmful health implications: -
creating ideal breeding grounds for mosquitoes, rodents and other insects.
 |
Landfill
sites not accepting tyres.

Increased
road accidents
due to illegal tyres.
|
Waste
tyres sold as second hand tyres by unqualified people create
unsafe vehicles on our roads. Road accident statistics show that up to 53%
of vehicle component failures are tyre related.
THE SOLUTION TO THIS
ENVIRONMENTAL HEADACHE
This
project, developed over the past 6 years, has been constantly updated with
input from stakeholders.
Models
used in the USA, UK Far East and Europe have been studied and adapted to suit South
African conditions.
Government Regulation
DEA&T
(Dept of Environmental Affairs & Tourism) is developing a regulation in
collaboration with the tyre industry. This
will result in an environmental regulation to empower the process.
The Collection Process
The
SATRP
Company will appoint provincial collection agencies to collect waste tyres
from registered dealers and retreaders, store them if necessary and
deliver them to waste tyre users.
No
money will be paid for scrap tyres collected.
Waste
tyres are to be separated from retreadable casings and part worn tyres at
the Dealership or Retreader.
These
then need to be mutilated before submission to the waste tyre collection
process.
METHOD
OF FUNDING
A
levy will be paid by all Tyre Manufacturers, Importers and
Retreaders to the SATRP Company based on sales of locally
manufactured and imported tyres. This
will be used to defray the collection costs.
The
level of the charge will be based on the cost to operate the SATRP
Company. Most of the charge will be attributable to the cost of transport and
storage.
During
the first year of operation, only passenger, light and heavy commercial
tyres will be subject to the charge and collection.
Tyres
exported will be exempted from the charge, as they do not contribute to
the waste tyre problem in SA.
Casings
imported by Retreaders will be subject to the charge, payable by the Importer
& included in the cost of the retreaded tyre.
An
Auditor will be appointed to verify all member payments.
The charge will be passed onto the consumer via the sales
distribution network.

The planned dates are dependent on successful legislation being

OEM’s

the tyres fitted to vehicles and equipment sold in SA will be subject to
the compulsory charge

In
order to collect the fee the OEMs will register with the SATRP Company and
make direct monthly payments, based on their monthly vehicle sales into
the SA market.

Collection of Waste
Tyres
 |
The
collection of close to 90,000 tons of waste tyres from every town and city
in SA will require a disciplined and well-regulated collection process.

Large and specialized transport vehicles and equipment will be
needed.

It
is proposed that the collection process be contracted out to logistics
companies with an existing infrastructure..

 |
It
is foreseen that additional jobs will be created within the collection
infrastructure.

Stockpiles
- The Collector will be required to make provision for stockpiling of
waste tyres.

Ability
of the recyclers to absorb the scrap collected
 |
Provision
has been made to commit collections to recyclers and tyre derived fuel (TDF) users in the initial stage of the process.

This
allocation will change once the market is established and experience is
gained.
|
 |
Waste
tyres will only be supplied to waste tyre end users complying to
DEA&T requirements
|

SATRP Company undertakes to administer a sustainable collection
process of waste tyres in SA and make them available to waste tyre

accredited
future SATRP collectors will get remunerated for their services |
