Regulation in brief
Identification and sorting of used
tyres.
The
moment a tyre is removed from a vehicle, implement, equipment or aircraft
it becomes a used tyre and must
go through a sorting process in
order to identify its classification.
Dealers
and/or Retreaders are responsible for the sorting
of used tyres.
A
used tyre means any tyre removed from a vehicle, implement, equipment or
aircraft awaiting sorting by an registered tyre dealer and may only be classified as one of the following:
*
Part-worn
tyre
Defined as: A used tyre which retains the minimum tread depth, as required
by the National Road Traffic Act, as amended, in its most worn groove and
which can be safely returned to it’s original intended purpose.
*
Retreadable casing Defined
as: The structural part of a
used tyre, that may or may not have residual tread depth sufficient
for further road use, which on examination can be retreaded.
*
Waste tyre Defined
as: New, used or retreaded, un-roadworthy tyres, not suitable to be
retreaded, repaired or sold as a part-worn tyre and not fit for public
road use.
Application
of regulations
The
regulations will apply in respect of any tyre related activity that has been identified in the RSA, and all
Tyre Suppliers, Dealers and Waste Tyre Collection agents are obliged
to be registered. Waste Tyre Users will require a permit from DEA&T to
operate.
Importers of tyres are requested apply for an registration certificate
from the SATRP Company.
Requirements of regulation differ between the various role
players and are divided into three distinct areas.
a.
Tyre industry (Manufacturers,
Importerers, Retreaders and Dealers)
b. Collection
agents
c. Waste
tyre users
The
regulation will required the registration of the parties in the first two
categories and accreditation of the Waste Tyre Users. The registration and
accreditation process will detail the responsibilities of the various
parties with regard to the handling and disposal of waste tyres.
The
SATRP Company will be responsible to the Minister of DEA&T to manage the
collection and disposal of waste tyres.
The
regulation, first negotiated in November 2001, is now in the final stage
of formulation.
It
is expected that Government will publish the proposed regulation in early 2004 for public comment.
Promulgation of regulation, by Minister of DEA&T is planned for
June 2004.
Registration
Dealers
and Retreaders will be registerd by the DEA&T in order to arrange for collections.
The Waste Tyre End users
will be accredited by DEA&T.
Dealers:
Direct
mailings describing the collection
process
have been made to tyre dealers throughout
the
country.
This process will be ongoing.
Waste
Tyre Users:
Waste Tyre users i.e. Recyclers and TDF users have already submitted forms, indicating the quantity of Waste tyres they expect to
use.
Current waste tyres in the veldt, rural & suburban areas
