SATRP Integrated Waste Tyre Industry Plan
The SATRP Plan
All Tyre Producers (Manufacturers and Importers) must subscribe to a plan, according to the Waste Tyre Regulation. Producers that join the SATRP Plan will only start paying a fee on tyres imported or manufactured, when that category of tyres is phased into the collection process.

Subscribers
Tyre Producers need to submit to DEA their Integrated Industry Waste Tyre Management Plan (IIWTMP) or indication of participating in another Plan.
Subscribers to the SATRP Industry Plan will be obliged to sign a "Conditional Agreement" with the SATRP Company. A contract fee of R10,000 excluding VAT will be charged to defray the legal and admin costs involved. The SATRP Co will officially notify the Department of Environmental Affairs on a monthly basis of those companies who subscribe to the SATRP Co Industry Plan.
- Environmental issues regarding waste tyres in South Africa will be solved by Waste Tyre Plans such as the SATRP Plan in compliance with the Waste Tyre Regulations, 2009.
- All tyre importers and manufacturers (tyre producers) in SA are obliged by law to have Waste Tyre Plans in place.
- The SATRP Waste Tyre Plan is sanctioned by Treasury and the Competition Commission, and represents the majority of tyre suppliers to the SA market.
- All tyre dealers can now register with the SATRP Company for collection of its subscribers' waste tyres commencing in 2013.
- The SATRP Plan does not interfere with retreadable casings or good part worn tyres that comply with the SA Road Regulations. The re-use of these tyres is encouraged.
- The consumer of the product needs to be responsible for the disposal of the end-of-life tyre (waste) and therefore the cost of any waste removal programme.

Tenders
Transporters will have to collect waste tyres from all tyre dealers and have established transfer sites to store and sort waste tyres and then dispatch them to waste tyre processors. A tender process will be instituted in order to allow for free competition in the allocation of waste tyre transport and storage contracts.
The SATRP Company plans to issue the tender documents for waste tyre processors to tender for the waste tyres collected by the plan. A tender process will be instituted in order to allow for free competition in the allocation of the waste tyres collected. The SATRP Company will advertise the mass and category of waste tyres being offered for tender from time to time.
Requirements for Transporters and Processors is stipulated in the SATRP Integrated Waste Tyre Industry Management Plan.
Waste Tyre Management Fee
It is proposed to raise within the laws of the country, to collect a Waste Tyre Management fee on each new tyre sold in SA to create a collection fund. In brief, the monies raised will be used to cover the cost of transporting waste tyres from tyre dealers and delivering them to processors. Money will also be used for auditing, administration and a limited proposed disposal fee to Waste Tyre Processors who have signed contracts with the SATRP Company.
The Waste Tyre Management Fee will be widely publicised by the SATRP Company in order to make the public aware of the costs and which tyre brands are involved.
The level of the Waste Tyre Management Fee will be solely based on the cost to operate the SATRP Company, no profit will be made. The major portion of the fee will be required to transport and store the waste tyres before processing. Finally, the total cost of tyres in SA will be recovered once the waste tyre collection process operates properly and land fill sites are relieved of the burden. The social problem associated with waste tyres should also be minimised.
In some instances, e.g. aircraft tyres, a collection fee will be charged instead of a green fee to deal with the practical economic issue of the process.
Waste Tyre Management fee collection invoices will be issued by external accounts to participating subscribers to the SATRP Industry plan to start payment three months ahead of actual waste tyre collections.
